The chocolate chips and toffee bits should be carefully mixed in

Fill up each cupcake liner about two thirds of the way to the top with batter

After the oven is hot, bake the cupcakes for 18 to 20 minutes, or until a toothpick stuck in the middle comes out clean

After putting the cupcakes in the pan to cool for a while, move them to a wire rack to cool completely

Melt the butter and mix it with the toffee bits, cocoa powder, powdered sugar, and milk

Beat the mixture until it is smooth and creamy

Use a piping bag or a spatula to frost the cupcakes after they have cooled

You can add more toffee bits and chocolate chips as a garnish if you want to
